I get this question so often, I decided to post the answer I just gave a Christian by email:
Well, it is a partnership with at least one local church. We have to share in the expenses of Bibles and other resources. It usually works like this:
1, God burdens someone to lead it. (I have to know someone enough to know the doctrine is sound and there is no "yelling" at people; we only want to work in humility.)
2. The person presents the idea to the church.
3. The church partners with LTW.
4. Updates and photos are sent regularly and materials are shared (mainly coming from LTW) to reach atheists, New Agers, Mormons, homosexuals, etc…
